Hello, If this issue only occur to two updates, then you may find them and check whether they expired on your upstream server. Yes, I see the same status becaue this update included in next cumulative updates. Nevertheless file for this update succesfully downloaded on other WSUS servers and there is no active backlog in Download Status. Actually this issue doesn't affect to security but reports and WSUS monitoring is not so good.
